On July 10, the Department of Education Office of Federal Student Aid (FSA) released an Electronic Announcement clarifying that ED will consider general CARES Act quarterly reporting requirements to be met under the more-frequent reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA) of 2006. Through the FFATA Subaward Reporting System (FSRS), federal grant recipients report basic information about the award amount as well as information about executive compensation.

While ED staff has conveyed differing information on CARES Act Higher Education Emergency Relief Fund (HEERF) reporting requirements since the disbursement of funds to institutions, the Department has at this time only required that the use of emergency grant aid to students disbursed under Section 18004(a)(1) of the CARES Act HEERF be published on institutional webpages.

FSA’s announcement does note that ED plans to share additional reporting requirements in the Federal Register for HEERF funds. While ED officials have always stated that the Department would eventually develop a reporting portal for HEERF funds, the timeline on the availability of that portal remains uncertain.

In a second July 10 announcement, ED provided additional flexibility through the extension of filing deadlines. The Equity in Athletics Disclosure Act reporting deadline has been moved to January 28, 2021, submission of the 2021-22 FISAP has been extended until November 2, 2020, and Annual Security Reports and Fire Safety Reports are now due December 31, 2020.
