During NACUBO Town Halls experts and others provide updates online on the latest federal legislative and regulatory issues facing the higher education sector. Participants are invited to join a lively online discussion and ask questions throughout each session. Registration is free and open to both members and non-members (unless otherwise noted, sessions are closed to the press).

On Wednesday, May 19, NACUBO's policy team offered updates on the recent American Rescue Plan Higher Education Emergency Relief Fund (HEERF) allocations and accompanying guidance issued by the Department of Education. NACUBO Town Hall: Financial Responsibility Rules and Clarifications

The Department of Education’s Borrower Defense to Repayment rules establish guidelines for federal student loan borrowers to be released from their loan obligations in cases of fraud or misrepresentation on the part of a college or university. Importantly, these rules also contain a series of financial responsibility rules and requirements for both proprietary and nonprofit institutions.

Recent revisions to financial responsibility guidelines have been made to accommodate FASB guidance (leases and Not-for-Profit reporting) and to correct known issues with endowments and defined benefits plans. There are also new requirements concerning a supplemental schedule, mandatory non-GAAP information, and eZ-Audit reporting. NACUBO Town Hall: Navigating the New Diversity Training Executive Order

On January 20, 2021, President Biden signed an Executive Order withdrawing this Trump Administration Executive Order. This Town Hall is archived here for educational and historical documentation purposes, but the Executive Order has been fully rescinded. 

In this 45-minute session, recorded on October 29 2020, State University of New York (SUNY) System Associate Counsel Joseph Storch discussed President Donald Trump’s executive order on “Combating Race and Sex Stereotyping” and its implications for colleges and universities.
